Montenegro is from the 21st May of 2006 independent state with the international sovereignty. According to the Constitution, Montenegro is a democratic, social and ecological state. The power of state is vested in its citizens, who exercise their sovereignty directly and through their freely elected representatives. The state is founded on the rule of law and is governed in conformity with its Constitution and Law.

The President of the Republic is elected by the citizens through direct and secret ballot for a period of five years on the basis of the general and equal voting right.

The Parlament, executing the legislative power, consists of deputies elected by the citizens during multiparty parlamentary elections.

The Government formulates and conducts foreign and domestic policies, implements laws, adopts decrees and other regulations, concludes international treaties, and is responsibile to the Parlament for its work.

All religions in the republic of Montenegro are given equal status and freedom in the performance of their religious affairs. Every citizen of Montenegro is guaranteed an equal right to protect his freedom and rights in the procedure prescribed by law. Freedom of belief and conviction, protection of physical and psychic integrity of a man, his privacy and dignity, freedom of thought and public expression of opinion, freedom to express national affiliation, freedom of culture and freedom to use one’s own language and alphabet, freedom of press and all other public information media are guaranteed.

Montenegro as a state protects and preserves the environment; hence the freedom of earning and free entrepreneurship shall be only restricted when environmental protection and preservation have not been taken into account.

Montenegro s legislation has been brought in line with the legislation exercised in countries with a developed market economy; it provides the full security of property, investment and profit, giving entrepreneurial activities the highest priority.
